In some hexagrams we have a situation where we have to work for change, others we have to wait. In some hexagrams a situation is coming quickly, but usually it takes time and effort to bring about the changes. Confer also with hexagram 53, 5, and 3.

In any case, I wasn’t asking for an explanation; I was trying to point at the only other occurrence of the character for cloud, where the same phrase is repeated, not just the character. Just the way my mind works: seeking repetitions in the text or lack thereof.
