I've heard it said that 6 is about civil lawsuits and 21 is about criminal cases. Do you agree? Does anyone have any experiences to share about receiving 6 for civil suits?

That's accurate. It's not a Western interpretation.
Those are the metaphors used in the Chinese Yijing.

The universal sense of 06 is about compromise - meeting the 'enemy' half way, no more, no less. That univeral will include such concepts of civil actions etc.

06 gets its nourishment, what 'feeds' it, from characteristics described by hex 56. As such 06 shows us issues of loyalties ('with us or against us'). Its skeletal form is described by analogy to characteristics of 58 - self-reflection/intensity in expression.

The universal sense of 21 is about problem solving through introduction of regulation and that can apply to criminal activities.

It gets its nourishment, what 'feeds' it, from characteristics described by hex 01 (perseverence/singlemindedness, competitiveness)

Its skeletal form is described by analogy to 16 with its focus on use of foresight, planning etc.
