Jesed, are you asking for someone who has read the book or for a published review? I haven't read it, but I know the book is discussed at length in:
Jude Chua Soo Meng. “The Nameless and Formless Dao As Metaphor and Imagery: Modeling the Dao in Wang Bi’s Laozi.” Journal of Chinese Philosophy. 32:3 (September 2005). Pages 477-492.
Meng is a doctoral candidate in Philosophy at the University of Singapore. It will come as no surprise that he finds fault with Wagner's ideas. That's what doctoral students are supposed to do.
I have not found any other published review of the book. Perhaps it's too early. When it comes to writing book reviews, there seems to be a special temporal measure called "academic time." One academic minute = 6 or 7 earth days. At least.
