I have an online project that I'm working on and I submitted some new information that I wanted to be included. If it isn't accepted I won't see any changes. If it is accepted by those overseeing the project I WILL see the changes appear. I submitted the changes 3 days ago and I believe that they should have been either accepted or rejected by now and I don't see any changes to my project. I asked the IC what happened to my changes?

40, unchanging.

I think they've been rejected, let go, dismissed. I don't think this is a hex that I would have received were my changes still pending approval.

I dunno, esolo. Actually I think it looks good for things still being considered. Wilhelm says of 40., "Deliverance is not yet achieved; it is just at it's beginning, and the hexagram represents its various stages.." So could that be said to mean the decisions have not yet been made? Let us know when you find out something...

"I asked the IC what happened to my changes?

40, unchanging."

It suggests that an obstacle will be or is being removed, and now is a time for action, so how about resubmitting your changes, try it and see what happens. The text says that your work will bear fruit, so give the computer a nudge.

Any news?

If not... 40 sounds like a situation where proposals would be discussed by all those invested in a project, and perhaps treated selectively: include this, it moves us in the chosen direction; exclude this, it doesn't. Any chance this might run more smoothly if you talked to the 'overseer' people personally - just to get beyond the accept/reject, either/or situation?
