The Portable Dragon gives stories and quotes for each of the lines. Looking through it this morning I came across..
36.6 (The line about corruption in high places)
He is a man of splendid abilities, but utterly corrupt.
He shines and stinks like a rotten mackerel by moonlight.

Of the many books I have, I believe the Portable Dragon is one of the greatest, most well thought out books. A great achievement that's not known or shared enough. It should find a place in every Yi student's library.

He sounds like he was talking about my old friend the trawlerman who used to combine illegal fishing methods and poisonous waste dumping and as a consequence used to only take his boat out at night. He was able to throw his voice while whistling like a dolphin. Thus driving the fish ahead of his voice and towards and into his craft.While waiting for the fish to jump into his boat he used to while away the time polishing shoes and horse brasses. Being short sighted he never saw them coming and always got covered in the catch. With the wind in the right direction the harbour master could smell him coming way before the trawler crossed teh horizon.
Actually .........Thinking about it ........ he only ever fished for cod. So it can't be him.
