This suggests the need to listen to him, to be there when he needs you, like when he needs a shoulder to "cry" as this man needs other to support him. So, if he calls again, then you need to be responsive to him and his needs.
Therefore the best thing to do for the moment is to wait and see what happens while he tries to figure out what he actually wants if he can do that.

Like I said before your friend is quite messed up and really needs help but of course that leads to dependency and clinging for the wrong reasons. He certainly would love someone to help him, rather like a small boy needs his mother and feels so safe in her company.
So, he probably has issues with safety and security as well.
