That's my take on hex 11 unchanging in this context.

Because before that the I Ching had told you that you were acting with too much haste. Or that you were in danger of 'putting yourself crazy' over this, as one of my friends used to say. Also, you need to guard yourself and not take any unnecessary risks right now.
