my tenants have not paid so i asked the Yi

what is the deal with these tenants not paying
and I got hexagram 16 which confused me

i asked the Yi what would happen if i moved into
the property where the tenants are - which is a great
place and I got 42 changing to 3 which seemed
positive

finally I asked what would happen if i stayed where i
currently am which is a pretty humble place but it
is the first place i got of my own and I know my neighbours
but it is a little spinster alley - i received the response
hexagram 15 - integrity modesty

if anyone can shed any insight I find myself learning and

i think hexagram 16 indicates that the tennants are in a decision making fram of mind, that there are plans afoot that possibly you are unaware of.

increase hex 42 ''If he sees good, he imitates it;
If he has faults, he rids himself of them.' this line stuck out with me, and also ''This conception also expresses the fundamental idea on which the Book of Changes is based. To rule truly is to serve.''

this might indicate that the current situation with unpaying tennants qualifies as you being the superior man, with such increase giving them extra time or leeway of some kind, if this relates to hexagram 16 we can see that it may be referring back to the tennants still figuring out some situation they are in at this time, changing to 2 it seems that if you show the benevolence of increase on increase, ie; the leeway they need, they may move out of their own accord and you can move in to their house?

This seems to me to also be emphasised in 15, with your integrity and modesty regarding this matter, maybe you will receive all that you wish for after a period of time.
