I am considering appealing a mark for a project which has a chance of upgrade. What does the I Ching say regarding this? I am not sure 33 means literally retreat, that means 'no', or does it support the notion?

I have decided to ask my supervisor for her opinion if she will support this cause. The I ching said 14.4>26. Is it favorable? Line 4 does not sound very favorable. perhaps it is not her sphere?
