The line also mentions modest "expression" (bird-call), so I think yes, X will somehow communicate with you, although I'm not sure it will be via a personal one-to-one message.

I think it says stop being so humble, take initiative and message him.
I believe that 6th line is the 'end of hexagram', stop being polite/passive.
Chastise one's own city/country -> punish, try to change your approach/mindset.

Are you somehow feeling he owes you a call? I think 15.6 is saying don't blame the other guy, see what you've done to create this. So are you stubbornly waiting for a call, maybe even an apology? Although I try not to phrase questions so the answer has to be yes or no, I think you are being told that at this time no, he is not intending to call, he is 52. Keeping Still. The truth is, he has hurted me so why I don't want to contact him anymore. He is so passive (I am passive too) that makes me think that he doesn't care at all. However, we have a friendly communication (when he contacts me first).

Anyway, I asked 2 questions in order to clarify my first cast.
