Let's say, just for the sake of argument, that Hex 21's about breaking through resistance, obstruction or wrongdoing. (We can discuss that, but it's not my main question.)

And let's say, just for the sake of argument, that 21.1 has as its main theme, enforced immobility of some kind. So, is the enforced immobility the dealing with the resistance and obstruction, or is the enforced immobility the actual resistance/obstruction itself? Keep in mind the 'no blame' valuation attached to this line.

A lot of preconditions... starting within your stated assumptions, this is the hexagram of digging in to break through resistance and through justice bring a better situation. The resistance, obstruction is usually associated to the fourth line, the first and top line being the teeth that are digging into or chewing through that obstruction. However, that is the hexagram overall. The individual lines, first and top, focus upon what is being restrained, toes or neck with the core 4 lines about what is being chewed through.

My sense of it is that the first line refers to shoes which are a minor restraint (though terrible in the old days for little girls) which were put on early to keep children on the straight and narrow before they could get out anywhere and do anything. So line 1, to me, would be dealing with resistance (the fundamental curiosity and thus naughtiness of all toddlers) but putting shoes on them [or binding the girls' feet].

Put into a bit larger context: The Gia-Fu text for the line is:
Roots Of Digging In 21 PUT ON STOCKS OVER THE TOES. NO BLAME. Light punishment just to prevent walking away.

And the Sabian Symbol text is:
Corresponds to Libra 19:
A gang of robbers is seen in hiding, ready and anxious to attack the heavily armed caravan just coming into sight


"Petty group bound together by common purpose/function. External restraint required for potential to develop successfully. Enthusiasm held within bounds waiting for the timing to be just right. The discipline imposed is expected to set the right tone and give a good foundation for future efforts."

And opening the discussion up wide, like the mouth image without the stick and the eagerness to bite the stick...

Hex 21 is the Monad of the 3rd Decad, the completing set of the first half. This is about Divine principles (after the Water Cycle of Planet Earth, and Dream Land of societal relations). Specifically, it is Thunder and Lightning, the concrete image of cause and effect, Justice, Karma or basic Consequences and this set will settle down in its 10th hexagram to hex 30--the fire of the sun light going through its appointed path causing everything else to follow the natural order.

In that perspective, hex 21.1 is the roots of Karmic Justice which is the application of basic discipline to small children (making them wear shoes when they go out) which will work wonders to instill social values and make it clear who is growing up to follow the rules and who is developing a bad streak.

Thus, the overall import for hex 21.1 within your parameters would be: It is a pair of shoes (to go with your "Toes-Hilary") to deal with wriggly baby toes whose freedom of motion is considered a resistance to proper social order.

The first and last lines, as part of the environment line pair, deal with everything else in the world affecting this situation. The first line is the representative of all prior conditions and how they are brought to bear upon this developing process/situation. The prior condition is the infant without any awareness of proper societal norms--that is the resistance to be bitten through. The first line is the easy way--put the kid in shoes. And then if that doesn't work out through the 4 next lines and you have only the juvenile delinquent moving on into subsequent conditions, then put him in jail, squeezing his ears by his shackled head.

I would say training rather than remedial--it is all about putting on shoes rather than crawling about bare foot. It is a matter of primary education, not really misdemeanor. The hexagram 21 is all about justice or Karma. In the beginning it is the responsibility of adults to give little ones the corrective structure needed for socialization (like hex26.4, the headboard of a young bull).
The next four lines refer to ways to seek justice yourself, biting through the obstacle that is preventing normal social life (you can't chew with a bone in the meat so big and hard it stops your jaw). As the hexagram form shows, it is a pair of jaws, lines 1 and 6 with the open mouth between them.

The top line is the final stage of justice, again it is not your working things through, but Justice being executed by the Judge... in this case there is serious misdemeanor to be punished and the criminal removed from free society.

Hex 21 is the monad of this set of 10, it expresses the whole concept underlying all 10 hexagrams from 21-30.

This is a really interesting reading of 21.1, Frank, and I am struck by how neatly it seems to fit a reading I did today with regard to Trump's refusal to concede to Biden in the US presidential election, with all of the attendant frothing up of his supporters with allegations of voter fraud (sans evidence). The question was "What can I expect to happen as a result of T's refusal to concede to B?"

I wonder if you agree that your reading with respect to 21.1's pointing to the need to remediate toddlery misbehavior fits this situation, where we have an infantile, norm-busting, tantrum-throwing president refusing to follow social norms and thereby causing all sorts of unrest, fear, and anger.
