21 unchanging_twice about attitude towards neighbour

Hi,

I got 21 unchanging twice about which attitude should I have towards a certain neighbour in the last week. I first asked 4 days ago and again just now.

Any insights would be highly appreciated. Many thanks.

Looks to me like they are deliberately problematic and difficult to deal with. It's not changing unless you do something about it. I'd imagine you'll need help, legal help and/or intervention [perhaps by the police?]. They sound pretty awful based on where Hex 21 judgment takes my thinking. But, especially having this reading twice, I'd say you have to evaluate the situation carefully, understand your rights thoroughly, marshall your resources and appropriate back-up, and come down fairly but with real force. Doesn't sound like a pleasant scenario, but one you can overcome with deliberate action.

Did you ever get hexagram 21 before in regard to this neighbor?

I am asking this because sometimes the IC throws us the unchanging hex as a shorthand reminder about advice it gave us in previous readings. Were there any previous readings on this situation with the neighbor?

An attitude of persistence and quick action to sort out whatever the problem is, but it seems that you are in the right, so tell them.

I've learned to think twice before assigning punitive meaning to 21, especially in regard to others. Not saying it may not include punitive action, but it's been most often an issue of decisiveness and getting to the bottom of the matter at hand. The objective is solving obstruction to unity or completion, but not necessarily through incrimination.

Can see Sooooo's point of view too and I don't want to over-emphasize a punitive idea. Not having any clue as to the nature or severity of the situation, it's difficult to say exactly what Hex 21 may connote. I suppose the caution is that Owl is prepared for anything, since we don't know what he is facing and wouldn't want to advise a flimsey approach in relation to the obstacle. Hex 21 may just be an obstacle. A fence in the wrong place?
