I share a strong mutual connection with someone, but am frustrated by a lack of progress in the relationship - she's not quite willing/able to make more time for us right now, yet we share very strong chemistry. I asked for perspective on this and the best way to improve the situation and got:

Hexagrams 3.1.2.4 > 47.

3 seems seems to imply challenges and time for things to take shape, but ultimately appears quite promising. 47 seems to be about constraint and outer limitations. I take it to mean there's not a lot I can do about it right now but stay centered and wait for things to change.

Does this seem accurate? The frustration I feel can bring up thoughts of giving up on this.

The problem with 3.1.2.4 is indeed "hinderence of hesitation".
I remember getting these lines in the circumstances quite similar to yours. There was a man, there was me, there was a spark, there was nothing out of it. He was a reticent, somewhat shy person and I was too weary to pursue anything at that time.
So, I think the reading says it all depends on you, your actions. If you adhere to the words of the line 3.4 and "seek union", there will be "good fortune". But (at least initially) it may feel like this relationship works one way. If you don't, it will dissipate in time.
Btw, aside from oppression and limitations, hex 47 also means loneliness. Maybe this is what you feel right now.

3.1.2.4 > 47 - This is indeed a slow and difficult beginning for a relationship. If you just let hex 47 (your relating hexagram) set in you will just carry on feeling isolated and frustrated. What 3.1.2.4 seems to indicate is that you need to take the step, it is up to you to make a move to get things going. Line 4 sometimes suggests an opportunity coming up, which might even be someone else that could act to facilitate things between you and your love interest.
