What is going to happen between me and my ex partner during the next 12 months?
Hexagram 38 line 1 to hexagram 64

Line 1 shows clearly that I must not run after him.
Hexagram 64 unfinished business.

My question to you:
Does the horse come back of its own accord? Or with the hexagram 64 'the horse' never cross the river so as to come back?
What is your experience with the answer 38,1>64?

Personally I like the line a lot because it suggests that your job is done for now, you don't have to agonise over what you should do. You can relax and go on with your life.
If it would be my reading I would think that the horse will come back one day indeed, I made this experience quite a few times.
But I think the main purpose of this line is not to promise you a reconcilation, but to remind on letting go and keeping the faith that the things that should be with you, will be with you. If you try to enforce them, you would just slow down the process, as with the horse that runs faster, if you hunt it.
So there seems to be hope for you and your ex, but it could take longer than one year, so go on with your life and don't waste time on waiting for him, that would be like hunting for him in a passive way.

I am almost certain because of hexagram 64 that with the answer 38,1>64 the horse never comes back.

Actually I asked if he will come back to me: Hexagram 59 lines 2,3,6 to hexagram 39
line 2 He stays with people who support him
line 3 He dissolves his self.
line 6 He dissolves his blood. Departing, keeping at a distance, going out, is without blame. He departs from me, he keeps distance he doesn't care anymore.
Hexagram 39. Obstruction. He doesn't move back to me.

I think the answer is clear.

Why should 64 clearly mean that he is never to come back? If the changing line suggests that the horse may come back, then the relating hexagram will for sure not say the opposite. Otherwise the whole logical system of the Yi would be pointless.

But with 38.1 the I-ching clearly gave you advise not to run after him and with asking over and over you disregard the advice of the Yi. You run after the answer now, which is almost the same like running after him.
So maybe your following result is not even accurate in answering on that specific (aspect of your) matter, respectively your interpretation could be inaccurate. For example it could easily refer to the obvious desperateness you feel right now.

Hm, but you told in between that you had contact again and you were on the edge of having a new start.

On my previews post I wrote you about the unstable situation between me and my ex and I posted a question about my parent's reaction If I talk to them that we are back together. Yes, we are trying to make a new start but the situation between us confuses me a lot. It's still so complicated and unstable and of course it is so difficult to fix something broken.

So, we can conclude that it is necessarily NOT a good thing if the horse comes back, or that it it is of course not garantueed, that it will stay then.

Another perspective would be, that you never let really go of him, so he even couldn't come back.
(Thats no accusation, its very human to hold on to the things we love.)

Anyhow nobody should have a situation where they are desperate because of somebody for such a long time. Hopefully now that that spring comes and everything gets a chance to blossom, somebody nice who values you will cross your paths.

Still it is not your fault alone that you couldn't let go of him. He seemed to keep you on the back burner and gave you mixed messages somehow, which makes it very hard to let go.

I hope you don't regard this all as purely wasted time. It may be a commonplace but it's nevertheless true:
At least stories like these bring us in touch with our deepest fears and shadows, so that they don't linger in our subconciousness any longer -- if we are smart and capable of learning, we can utilize this new knowledge in order to make the coming relationships (of any kind) more fulfilling.
