For some time, I have been seeking a pay raise. Recently my boss, who has been quite duplicitous in understating the extent of my work to her superiors, did something procedural that may have been designed to help me or hinder me. When I asked "What are her motives in this situation?" I received 48 unchanging.

I have no idea what this means. Is it saying, the motivation is neither good nor bad, or time will tell? Thanks in advance for your response.

48 means she wants to get some profit from it. She thinks that you are the well and you can offer what she needs.

Your boss is not unsupportive but is acting under limitations.

I take the town as the economy, the well as your organization, the water level in the well as the funds that flow through the organization, the rope as your boss, and the bucket as yourself. The economy fluctuates and for many is down as are funds available to organizations. In more prosperous times your boss would be able to lower you to the funds, but in present circumstances the rope is short, and there is damage to the bucket -- your disappointment in not reaching the funds.

Thanks to you both for your responses. Upon reflection, I think both answers are feasible.

I think she now sees the benefit in keeping me happy.

For reasons that I will not go into, however, I am clear that lack of funds is not the basis of a limitation.

It is so funny how easy this is to see how this hexagram fits after getting a bit of help. For example, I think the well (impersonal resource) is a very good way of looking at my boss's perspective...or maybe how she sees me. I used to think she was witholding because of personal reasons but am able to see now that she is merely calculating.
