Line 3 in my opinion refers to your doubts about this payment, the fact that you feel sort of pressured to do it, but don't think it's right. Line 6 seem to show your change of heart and your current thinking that maybe it's better to pay. The relating hex shows initiative on your side.Under certain conditions, intimidation without gentleness may achieve something momentarily, but not for all time. I am personally totally against these practices but still we have to come to terms with the fact that in some countries there's almost no other way to make things move. If these facilitating payments are customary in the sector you are having to deal with, maybe a small present would indeed make the gentleman more cooperative.

If the matter is worth it, you should pay the bribe. I associate the upper lines of 58 with corruption (softening) and 1 with influence. In many countries public servants do not served unless bribed.
