What creates the difference between these two experiences?
63.1 He gets his tail in the water, no blame.
64.1 He gets his tail in the water, humiliating.

My two cents:

63.1 > 39
In 63 all lines are at their right positions.
In 63 a river has already been crossed successfully, but there's another river ahead (top trigram water).
Line 63.1 is a masculine line at a masculine position, so its motion/action is rightful - hence no blame.
However, the river proves to be too deep at that part of the bankside.
Resulting 39 shows that the "fox" needs to find a different route to cross this new river, and/or ask the help of someone who knows this river better.

64.1 > 38
In 64 no line is at its right position.
The first line doesn't have what it takes to cross that river. It shouldn't move/act, but it does.
It finds out that even the bankside is way too deep.
Resulting 38 shows that the "fox" needs to turn around and go away, find something else to do or some other river to cross, as it doesn't have what it takes to cross this particular river.

Hi, Rosada and Diamanda:

It's only for pointing out that only in H.64 there is a little fox, in 63.1 and 64.1 only somebody unknown that wets its tail. I believe that somebody unknown are ourselves.

Wetting our tail can be an issue denoting
  • that we fear the situation, the context or the consequences, that are scary
  • that we are paying willingly or not the cost of our wishes,
  • that we are behaving with less attention to the context that required.
  • that we are engaged in sexual intercourse too soon or in love at first sight.

About the foxes, used to be powelful beings beyong harmless appearances, godd or bad depending on how we behave with them. And things are not what they seem, they can look like bewitching beautiful girls, sometimes of noble heart and applied to work for the good of family. They can appreciate more LOVE than MARRIAGE. Some stories end good, another end bad. Nobody's perfect.

All the best,

Charly
