A missing section of info 40.1.4.6

I asked if I am wrong not to include a whole section of info on the project. I am apprehensive about missing it out but it will take alot of time and effort and am not sure I have the time. I got 40.1.4.6 to 41. I am unsure about what the lines mean exactly. anyone with some thoughts on it? Thank you in advance.

The answer suggests that it will not be a problem, so you can relax, it suggests that if something does crop up then there seems to be a person who can help you out but in the end you will be okay.

hex 41 is about decrease, making do successfully with less, success in simplicity.
