An unscrupulous developer built a 5* hotel in front of my mother's house. It infringes planning permit, and blocks the light and the view. The developer is corrupt and politically protected, in a country with a weak rule of law. After 2 years of asking authorities to apply the law (they looked the other way), battling in court (he bought the judges all the way to Supreme Court), the hotel is now finished and it is unlikely that the offending building will be destroyed.

As a last resort, our lawyer is threatening to expose in the media the developer and all the corrupt civil servants and politicians who supported him. It would give me some satisfaction in principle, but the scandal would be short lived, and it would not get the building destroyed.

But now the developer has approached us to try to find an amicable solution. Clearly they are afraid of a scandal. They admit that they are at fault. In compensation, they are offering to do any refurbishment work to the house, internal and external. This is the only deal they are willing to entertain.

I am handling this for my mother. The offer is giving me an ethical dilemma: on one hand, It feels like doing a deal with the Devil, and letting them off the hook too easily. The idealist in me wants to have this guy punished to serve as an example for others. Enough! On the other hand, I can't fight the system alone, I have tried everything and pragmatically the offer is on the table, I should consider it.

What if I accept the refurbishment offer? 43.2.3.5.6>21

43: Interesting that the lesson is about removing corruption from the kingdom: be resolute, speak out but use no force and avoid aggression at all costs

3. You will have to stay outwardly polite and work temporarily with someone you hold in contempt, and face criticism from your friends, but in the end no error, no blame.
5. Rooting out corruption requires a lot of resoluteness OR weed out your own thoughts?
6. Speak out and get help or misfortune
21: get to the bottom of the offer, clarify what they will do for you OR. Let justice be administered.

I am not sure how to read lines 5 and 6, and 21.
5. Could be my desire to expose corruption
6. I have already spoken out all I could! Maybe "you have spoken out but found no support with authorities, if you keep this up misfortune"? Or maybe a warning to ask the lawyer to go over an agreement with a fine tooth comb, which makes sense anyway.
21 either hash out a detailed agreement OR let justice be administered by the media

I would welcome your thoughts!

Restitution is a 43 way of justice (21).
(no heads roll, no jail time, just compensation)

Thanks Moss Elk- interesting angle. Justice by voluntary compensation rather than legal sanctions...

Update: we signed an agreement 3 months later, it listed in excruciating detail the work they would carry out for us (21 vibe). It took 2 years to finish the work, but by and large they complied with the agreement. I suppose that in the big scheme of things the cost was their punishment... so thank you Moss Elk, that was very helpful!

PS: 43.3 turned out exactly as I had interpreted it, having to stay polite and fake smile to people I view as crooks, for the entire duration of the project, in order to get things done.
Sui paraphrase is very apt:
The superior man does not show outward hostility when bent on cutting off the criminal, since the time is not ripe and the inferior man will endanger the situation through countermeasures. He resolves the difficulty by maintaining outward politeness, avoiding recriminations.
