Had a call to make to respond to a request that I was really unsure about how to deal with. Had big conflicting emotions on either side.
Asked how I should deal with the call:
46.3 Pushing Upward > 7 The Army
WB .3: "One pushes upward into an empty city."
This line stumped me. This wasn't giving me advice at all. Neither good nor bad fortune nor any kind of approach. Except the ambiguous "pushing upward."
I ended up calling, and as soon as I talked to the person, it turns out they had already resolved the issue by other means.
Oh -- that was indeed pushing upward into an 'empty city'! I was fretting about nothing.
