Yes.
She may not have a good reputation (or past record) but her service(?} is dependable. If the Queen is bright, her contribution will be recognized.

Trust is deep, like a well. But like the text for 48 says, you have to go deep enough to reach what you want from the well, cuz if you don't go deep enough, you won't find it. I think the Yi is saying that if you go deep enough, and if you trust enough, *then* you'll find her trustworthy, then you'll find the truth at the center of this relationship.
