Fireworks in NYC: 30.4.6 to 36 and 54 uc

For the past few days, I heard fireworks going out in the evening. Turns out in the news that people were setting off illegal fireworks, preventing people from sleeping. People protested by honking outside Mayor de Blasio's estate. Now the city will be cracking down on suppliers.

Why were people setting off fireworks in NYC? 30.4.6 Clarity (The Clinging, Fire) to 36 Brightness Hidden (Darkness of the Night).

36 context=The fireworks do not lead to a goal being fulfilled.
30.4=The people wanted it to be a fad.
30.6=The fireworks were set to make a message for Black Lives Matter.

How will the crackdowns on suppliers go? 54 uc The Marrying Maiden.

Is it saying that the crackdowns might not work out as planned?

30.4 - I can see this line as also describing the actual firework! Sudden! Burns! Dies! Thrown out!
30.6 - Could this line refer to the Mayor now cracking down on the suppliers?
36. Seems to just describe the fact the cause and the perpetrators are unknown. Or could refer to the fact the fireworks go off at night when it's dark.

So all I'm seeing here is that when it's dark the fireworks go off and the city is going to try to stop it at it's source, "the chief", and not worry about the ones setting off the fireworks, "the captives". Not seeing any co-ordinated reason behind it here. Maybe 36. means the whole city is going crazy with all that's going on these days and the fireworks are not the act of a intentional protest but just crazy people blowing off steam.

I think 54. indicates the crackdown will work as planned, like following a standard procedure with no surprises. Maybe the maidens are the customers who will have no say about their source being cut off.

I live in a different major u.s. city and the fireworks have been going off nightly for a week.

line 4 is the fireworks.

Fireworks can hide the sound of gunshots,
and last weekend 104 people were shot here.

I did remember hearing in the news that NYC saw a surge of shootings.
