I realized I couldn't continue my graduate studies because I couldn't reach a 3.0 GPA this semester. I need to reevaluate my goals. I can apply for civil service and could stay for a while.

What should I do if I want to become an enka singer-songwriter and rokyoku storyteller? 13.2.5 People in the Home/Fellowship With Men/Brotherhood/Friends/Beloved to 14 Great Procession/Abundance/Opulence.
13.2 speaks of working with family and relatives won't help me.
13.5 speaks of hardship at first but will eventually work out.
14 speaks of being successful by following others.
Is it saying I should seek help?

How long should I work in civil service before I can achieve my long-term goals? 47.2 Confined/Oppression/Exhaustion/Distressed/Want of Room to 45 Gathering/Massing/Collecting Together.
47.2 speaks of staying put will be successful soon.
45 speaks of honing my knowledge and skills.
Is it saying I should work until I have a good work history?

13.2.5 sounds like you may benefit from not limiting yourself to such a specific style of music, just to persist in writing, express the words.

Agreed with ShhGeckus, Enka is quite a niche style of Japanese music itself- unless you're culturally Japanese (I'm not sure maybe you are) it would be an uphill battle to even enter it. From what I know about Japanese culture many, Americans are infatuated with it (weebs) and become a bit enamored but the Japanese are still quite isolationist culturally and I think would be exclusionary to foreigners within the more niche and traditional genres. 13.2.5 does sound like limiting to too small of a scope.

As far as civil service, you should wait it out without getting exhausted by ennui/ inertia.

ShhGeckus, Viru10, I was able to test the waters on Pixiv, a website to share artworks. I used it to share my enka and rokyoku ideas. I was able to cater to a niche, i.e., people who grew up with certain franchises. I found out that there is a rokyoku storyteller named Koyuki Minatoya who narrated the Legend of the Galactic Heroes franchise. I felt that it is possible to narrate about Mega Man and Pokemon, but I have to derive the ideas from the anime itself to narrate Pokemon as the games are very arbitrary while Mega Man have to derive from the games, anime, and manga.

Besides, there is min'yo folk songs, especially the Kawachi Ondo and Goshu Ondo.
