My dad received the gas bill. Instead of having to pay the amount my family used for the past month, we would have to pay the "balanced billing installment" fee of $121. I then called the company and told them that I want to opt-out of the new billing plan.

Why did the gas company place my family on a "balanced billing installment payment" plan? 32.3.4 Lasting to 7 The Army.
Line 3 says, "
Not lasting in your character, Maybe accepting a shameful gift. Constancy: shame." Is the company trying to rip my family off?
Line 4 says, "In the field, no game." Will the plan fail?

After opting-out of the plan, my dad said that it's a rip-off.

Why don't you ask the gas company why ? You had a good chance to do that when you told them you wanted to opt out of the new plan. You should have asked them why they did it in the first place then.

On the bill, it said that in the next 12 months, if there is a change of weather that causes the bill to be higher than normal, my family will get credit. If we pay $121, the remaining $77 or so will be used as credit.

"balanced billing plans"
... can be a way to even out your utility payments so they don't swing so wildly between seasons, such as paying much more in the winter for heating, or for AC in the summer - depending on where you live. They can be a good thing, in that they make people's expected payments more even and hence, more manageable - especially for people on a fix income.

I suppose they could be a rip-off, but I have never heard of that. And as someone else suggested, maybe starting with the utility company is the best bet. Or just go with your interpretation of the Yi and your dad's opinion if you want.

Can this be 'why'? I don't know what you mean, and I don't know what your dad being 60 has to do with any of this. I don't really know what the reading says, and I don't usually like to do multiple readings in a row, since I think the Yi's message gets lost in the process.

That said, I'm just suggesting that you call the utility and ask about this program - the advantages, the cost, the downsides. And if you have concerns or issues, you should contact your city or county agency that deals with utilities to find out what's up.

I did. They didn't tell me much other than my did doesn't want to pay the higher price. The program was optional.

This scheme was offered as a way to better organise the payments - make it easier in some way (H7) . It seems that this is not being received in the manner in which it was offered (l3), so if the new payment scheme cannot be seen as an improvement then walk away from it (l4). Persisting in what you feel is right, or in this case what your father thinks is right for him, is OK(H32).
