18 also means "worms". Have you noticed anything abnormal on the skin of your scalp? (just to exclude the ringworm and piedra fungi). It's not a hexagram of stress as such, although too much stress for sure poisons our bodies. How about other 'poisons', e.g. chemicals in the particular hair products you use?
I'm thinking at your age it is either stress related or an underactive thyroid gland.
I think you said you had all relevant blood tests though.
I'd think this answer was an encouragement to keep searching for a remedy of some kind so I agree with you when you say

I have always found hexagram 18 to be that, do your best to find the cause and do your best to fix it.
Minoxidil 5% they were experimenting on something else and found that alas it makes hair grow. I have noticed more women these days with thinning hair where as it appeared to me to be mainly men. Maybe its the new world or just the way i observe things now. My loss of hair was stress for sure.
