Can somebody please help me about this line which i find completly abstract and hard to undesrtand at all...what does this mean?

Some translations say there is weeping and lamenting, but good luck. The good luck happens because we have a change of heart. I myself have experienced only the heights of anger so far with this line. In other words, there is emotion carried to an extreme.

sorry, error in writing, it is 31.5>62, not 30 :)

Nine in the fifth place means:
The influence shows itself in the back of the neck.
No remorse.

Hexagram 31 deals with sensitivity and sensations in the body. 31.5 is sensitivity in the back of the neck and upper back. I think the meaning is that we can turn our heads from left to right and possess flexibility in this area of the body. Hilary says that when we change our minds we move our head and shoulders first. Actually, I have seen a lot of different interpretations of this line and I don't think it's meaning is very clear.

so we have no idea about true meaning of this line? What about that the spine is on opposite place from heart? What about that meaning of this line is same as hex 52?

The only thing I can say is that the back of the neck and the upper back is less easily influenced and therefore less changeable than the heart. It's more of a steady influence. I never heard before the interpretation that this line is the same as hex 52. Hex 52 says to keep the back still, but this line says that the neck is supposed to be flexible and can turn to the left and to the right. I have read numerous interpretations of this line and have not been able to understand it, except as part of the body that can experience sensations. For example, we can have a pain in our neck and then we might get this line moving.
