I was reading a passage in a book about how rare a certain kind of person (with a certain set of values) is... the book said such a person is less than one in twenty million.

I wondered if that was really accurate... Is it?
24.1.2 Return > 7 The Army
I read this as saying "Yes. It is 1 (.1) in (.2) 24 (the number of the first hexagram) million (Army = many or million)."

I know this is an unorthodox manner of interpretation, but it fit perfectly, so I'm taking it. :)

It's your reading, so if it works for you it works for you. Unorthodox manner or not.
