Memorizing Hexagram 16. Yu / Enthusiasm

Enthousiasm and repose. Two faces of Neptune? One face is inactive and (only) receptive. But the archetypal imagery of Neptune is highly energetic and that is the other face. There is a huge reservoir of potential energy in 'sleeping' Neptune.
Hexagram 16 also seems to have two faces, two sides, it tells two stories.

In one story Mars awakens Neptune and this is like a spark of conventional energy that sets off an atomic reaction.
You may think that you are riding a bicycle but then you suddenly hear Houston on your earphones. "3, 2, 1, zero! And we have lift off! " (applause). Enthousiasm ...

But in the other story the opposite happens, Neptune puts Mars to sleep. Peace, repose, ...

Some see the first story in hexagram 16, others see the second.
What is the true story?
Perhaps both are true and the hexagram covers both possibilities.
And their synthesis, peace in the eye of the hurricane, silence in the center of the cyclone.
The 'peace that surpasseth understanding'?
