Unfortunately I don't understand this part...sorry...do you mean something that's a non-issue is 2-ish?

Yes. Think of hexagram 2. The Receptive as being a field of fertile soil where anything that is planted will grow. However, if no seeds are planted nothing grows. If nothing is said, nothing is heard. If no one complains about the situation nothing comes of it and whether it was fair or not doesn't matter.

Just realizing that the small man losing the hut and the great man gaining a carriage can be read as meaning the small consciousness looks to the past and what was lost while the larger awareness looks to the future and where we can go from here.
