Things continue to be uncomfortable where I live re my upstairs neighbours. We have rain water tanks only and the water ran out so water had to be brought in and paid for.
It's unmetred so upstairs use what they want but I'm expected to pay an equal share which isn't a fair deal and upstairs are also AGAIN using my outside power which I'm expected to pay for.
It's illegal for me to be charged for unmetered resources.
It's extremely hard now to get a affordable rental for me to move anywhere because of Covid plus I was hoping to stay living here for the time being anyway but it's not right or comfortable.

What can I do to progress a better living environment for myself

Keep on doing what I'm doing and eventually things will fall in my favour!! Ugh!!

On a purely intuitive level, this made me think of feng shui. Like casting a net that slowly but surely shifts the energy. 22 seems literal in a home space; beautify, make it really feel as your own, have thing that make you feel joyful, things that remind you of your desire to feel better and better.

53.1 is maybe saying “people talk” or “there have been some issues and you feel inexperienced or awkward in how to handle it”. It’s really not the end of the world though and nothing terrible has to come of it. Sounds like just life and growing pains. What you do with it (how big you let it get and what steps you take next) will make the most difference.

It sounds like either you’ll eventually move on or you’ll find these issues not so pressing anymore. Both seem about gentleness and beauty. Do you have any interest in a bird feeder? Like for hummingbirds maybe? Something that makes you happy. Settle in more. It will be equally laborious to move whether you get more comfortable in the present or not. So maybe make the most of it now?

I don't see signs of idiocy! It's anxiety-inducing to have issues with neighbors and landlords; it's easier to see it a different way from the outside. The casting doesn't seem concerning though, so that's positive
