I realized that when the school has already matriculated me into their system, I will have to submit a completed form of residency and certain documents in order to charge me in-state tuition. I have to apply as independent unless I get support from parents. The form allows me to write a cover letter stating any missing documents and/or extraordinary circumstances.

Will I be able to get in-state tuition at Stony Brook? 16.2 Enthusiasm to 40 Release (Deliverance).
Hex 16: Enthusiasm. Fruitful to set up feudal lords and mobilize the armies. (Oracle) Thunder bursts forth from the earth: Enthusiasm. The ancient kings composed music to honour virtue, They celebrated and worshipped the supreme lord, Joining with their ancestors. (Image)
Line 2: Boundaries turning to stone, Not for a whole day. Constancy, good fortune.
Hex 40: Release. Fruitful in the southwest. With no place to go, To turn round and come back is good fortune. With a direction to go, Daybreak, good fortune. (Oracle) Thunder and rain do their work: Release. A noble one pardons transgressions and forgives crimes. (Image)
40 context=I may get it.
16.2=The rules are fixed with some maneuvering.

What would I need to do to get in-state tuition? 31 uc Influence (Wooing).
Influence, creating success. Constancy bears fruit. Taking a woman, good fortune. (Oracle) Above the mountain is a lake: Influence. A noble one accepts people with emptiness.
Is it saying I have to write a letter stating what happened since I got my undergraduate studies?

Clarification: The general rule is that the student lives within New York State for at least 12 months. Some students would be required to verify while others would have to fill out the residency form.

The context of the responce is one of returning to a place of truth (40). The energies of 16 call to you to ask for help to add weight to your claim but to make sure that what you submit is set on firm ground. Don't over-embellish or keep things hidden. Know the strengths of your claim as well as the weaknesses. (16.2)

What would I need to do to get in-state tuition? 31 uc Influence (Wooing).
Influence rather than b***shit. Honesty and integrity win the day. Encourage people to see things from your perspective but also listen to what others may want to hear from you. Let your claim stand or fall by it's own merits.

...or it may be nothing like this at all.

I check the SUNY rules and said that all students will be considered in-state just by being a US citizen living in New York for at least 12 months and conferred a high school diploma in New York. It is automatic since it is based on the information provided on the application. By default, I qualify for in-state tuition.

I'm confused now. If you knew all this was automatic and you got entry by default. Why ask the I Ching the questions you did?
Also now you know what Yi was trying to say to you, does that help you understand 16.2 to 40 and 32uc?

I do understand, but what made we worry that I will get charged out-of-state tuition was that graduate and professionals must be independent where one cannot be claimed as a dependent on a parent or guardian's tax refund. I was still an undergraduate last year. The tax forms saids that if the student is still studying by 24 or later can be claimed as a dependent by the parents. However, certrain circumstance can allow the student to be changed in-state tuition.

So you were seeking reassurance. OK.
And what reassurance can you see in the response to your questions now?

16.2 - I think this line says it's pretty solid you are not going to get it, so you should take action right away.

What would I need to do to get in-state tuition? 31 uc Influence (Wooing).

The question here might be what kind of influence you have. Are you a relative of a Cuomo?
But an alternate interpetation for 31 is "Initiative." Maybe you can do a Tolkien and get in a program that has a financial benefit? Or something.

I would need to submit a form and submit at least three documents requested by the residency form. I emailed the campus regarding residency verification. In addition, I also added my name for school scholarships, fellowships, and grants.

Are you saying that I may have to complete the verification process? I read through the rules and it says that "Additionally, in situations where the campus seeks to verify a student’s claim of residency, campus officials may request that the student complete this (or a similar) form" and that "A student applying for a change to in-state status must furnish all evidence that the student wishes the SUNY institution to consider at the time the application is due."

It says someone is like a rock. And they don't give much time. So you should not procrastinate, but act right away.
Whatever they might ask you for I would say, get cracking on lining it up as best you can.
An old residential lease could help...
I think they have something about if you attended SUNY for two years you *might* be able to get the resident rate.

Yes, but I can prove residency with a bank statement, high school diploma, voter registration (but I threw the card days ago), driver's license or state id, and recent tax forms. I have to write a letter about it for missing documents and/or certain circumstances. I asked my father about it and he said I can qualify for in-state tuition by default and that I recently graduated with a bachelor's. More likely, I would not need to do much except to provide certain documents.

The residency department said that I am a resident of NY based on their system.

Great. That's one less thing to worry about, and what, about $8,000 in your pocket? ;)
