I see 32 as saying the restaurants survive all the wind and thunder (new rules and threats) by adapting and waiting them out, like an anchored ship that may get tossed in the surface storm yet remains safely anchored in the depths.

3.5 Maybe this line is saying it will depend on what the public patronizes and maybe saying that when the restaurants open up again it might be good to patronize the ones you particularly want to see survive as the small Mom and Pop family restaurants may have a hard time getting up and running at the beginning.

After reading the interpretation, I heard from a YouTube TTS video where a consequence of COVID is that buffets will be affected. However, just like any restaurant that doesn't do all-you-can-eat, parties will still want to social distance and use safety barriers.
