I am trying to structure a deal between party A, which has potentially the scientific expertise to create a new technology and party B, which claims to be able to finance it.

I am sure that party B's proposal, while it might eventually have the right financial backing is completely ignorant of the technology and is probably planning to mount a fishing expedition with various interested parties using party A's IP as bait. I think that party A realizes this but their sudden change of tone indicates to me that their indignation about it might have as much to do with their not really being confident of being able to do what they claim they can and that they are looking for a face saving way to pull out. If the deal works it would be huge but is it really worth my spending any more time, financial and reputational capital on it and if so how do I go about it?

I think the yi suggests that although this is a tricky situation (Hex 64), there is great potential as you said. Line 4 speaks of especially perilous circumstances (attacking the Demon Territory), but decisive devotion will pay off if you’re willing to put in a significant amount of time and effort (in three years, great realms are awarded).
That said, Line 6 warns that this can be easily messed up if you or someone else acts impulsively, arrogantly, or gets careless with the details.
I think the resulting Hex 7 (Army) shows that the potential here relies on your ability to effectively lead the two parties in cooperating efficiently.
