When I asked the question, "she wont marry me, will she", I got 64 to 64 via 1 (no changing lines). Is that a definitely "no, she won't marry me", or "no, she wont not marry me?".

Try the question again without the assumption.

It can be as simple as, "What about [X] marrying me?"

At first I thought, "Why not simply ask her?"

But then I am wondering if 64 uc isn't telling you "yes" or "no", but rather telling you "how".

the only way to get a definite answer is to ask her not the I Ching

Imagine the tragic scenario of you never asking her because you thought the i ching said she wouldn't say yes.

I also use the idea that an unchanging hexagram changes into itself, but why do you say "via 1"? "Before Completion" suggests that she will not at this moment but will in the future if you play your cards right. So be careful in the risky features of courtship not to give false impressions but express loyalty. The little fox fails by attempting to cross unseasonally. It wouldn't get it tail wet if it waited until the ice (relationship) were solid. Perhaps this will suggest something.

Truthful words are not beautiful;

The words are from chapter 81 of D.C. Lau's translation of the Tao Te Ching. I believe that the I Ching and Tao Te Ching are in correspondence and often read them together.
