I was looking at line 3 and it seems to warn against it

It's difficult to say, as you don't indicate why you need to change your name. My impression of #28 is that its a situation you don't really want to get into if you can avoid it, but it is not impossible if you're willing to take on the difficulties that are implied.

Is there some other way forward? Perhaps you should use a few more questions to explore alternative solutions before forging ahead?

I know a woman who changed her name , and she did it very specifically to achieve a numerical vibration that she wanted to live in accord with. She is an author who claims to have achieved what she set out to do, ie, she has lived a new lifestyle and successfully changed professions, etc.

28.1 could be saying that you need to becareful and do this in a knowledgeable way if you choose to do it, otherwise you might not be prepared for the changes it can bring to you . my feeling about 45 is that names do indeed carry a resonance which would affect what you are part of in life, your cluster of activities, cohorts, etc.
