The power of yin

I am using the 16 coin method that Karcher has recommended in his book the total Yi Ching...I am curious as why there is only one 6 coin out of the 16 used... why is that? What is the power or lack of power of the changing yin number that there should be only one coin representing 6?

From my limited understanding, I don't think it has to do with power as such. It's something along the lines of, it's more likely that yang will change than yin, because yang is already movement.
