I've asked the IC "How often should I do X?" 49.1.5>62

Could anyone throw some light on how often does this answer hints at, please?

Well, if its an emergency situation then act immediately and continue until the situation becomes stable.

For me Hex 49 talks about revolution and the need to get rid of things which you'll have no regret about divesting yourself of.
Line 1 is about outside change, the change of things going on around you rather than changing you as a individual.
Line 5 points towards change coming more as a consequence of who you are -your natural beauty shining through.
Hex 62 is about being true to yourself inwardly fulfilling rather than doing things for show..

So for me this is saying do something more than "only when really necessary". It's more about doing X when you truly believe it is the right thing for you to do.
