trying to interpr. a reading myself

Everyone of you here is much more experienced with the I CHING than I am ...would you tell me what my outcome of 24.3.5 > 63 meant when I asked " What will become of the European Union" (in a sense of: where will it go??)

I thought it means that the EU has made many mistakes but if they realize and correct the mistakes they made then they can prosper
is my interpretation correct?? please let me know

Innovation has met with difficult, and there will be a return to the old ways. The Judgement of 63 is not auspicious for an easy resolution of the Union's financial problems.
