Hi all,
For the past two years or so, I've had water infiltrations in my cellar that seep up into the house and much of the land is constantly soaked. The problem comes from underground water pipes and the town refuses to do anything about it even if it is their responsibility. There is nothing I can do to stop the problem, and spending tons on the symptoms to preserve the house is pointless if the cause is not solved.

I've periodically asked the I about it, the answers have never been reassuring. No wonder I did not save the readings, they just increased my panic.

This morning though, I set out more consciously.

I asked:
- How should I approach this problem of flooding at the house? 25.6
- what will it take to solve the flooding problem: 41.1.6 (ha ha, don't pay what's not yours to pay)
- what effect will the survey have (an insurance expert is coming in a month, the local authorities will be there too) 60.1.3 (to 48, how funny, the well -- water and this house is my "well)
- What is the future of the house and the property? 64.2.3 to 56 (that does not sound good at all to me, but I am not objective in this situation at all -- wheels dragged back (stuck?) to wanderer (I just leave and lose everything?)
- what is the likelihood the problem would stop on its own (a silly question as that is not even possible!) 27 uc...

As you can tell, I've no clarity here at all. This house is everything to me -- spiritually (my haven) and financially (my life savings) and it breaks my heart to see it get so damaged...

Thanks for your help. I need another (long, costly, unproductive) lawsuit like a hole in the head and the time it would take, even if I won, the property would be beyond repair if this keeps up.

Yi is saying to have no approach in view. Perhaps after the insurance people have taken a look at the situation, a solution will be found. I certainly hope so, because, as you said, this home is your haven.

'Cause the insurance guy who is coming next month is from my legal insurance -- not homeowners insurance. The aim of the meeting is to confirm what I say is going on, to have the other side there and able to say what they have to say and to hope to come to some sort of negotiated solution
Frankly, given the town's attitude, I am not terribly optimistic of their turning around and saying at last "sure! no pb! we'll inspect and repair our installations and pay for the damages to the house and property!"

What kind of question could I ask about this situation to get a better grip on how to influence the other side to respect their legal obligations?

The Yi's humor is sometimes....not funny. 5.1 to 48 (48, again) -- both water images...Sigh.
And it's pouring rain, non stop. Not what is needed :(

Yi is most clearly and emphatically saying to do or say nothing out of the ordinary. It really takes a lot of patience to follow the I Ching and get the most from consulting it. Yet you can be sure the 'take no action' is the best possible advice. :)

I think 5.1 is telling you to have a very calm attitude like you are anticipating a reasonable conversation that will lead to a reasonable outcome. Do NOT be "waiting" for the worst to happen.

Thinking more about this it occur to me that 5.1 leads to 48 where the image talks about people working together which would fit what's going on right now - you are simply waiting till the group meets together and fixes this leaky well! (While hopefully having no anticipation that there is going to be trouble or resistance.)

Although you did not get hex.6 I think it gives wise advice for how to handle situations such as this: "When rights and duties are agreed upon in advance there is no conflict." (or something like that) I see there a hint to get a hold of the legal documents that specifically spell out what the city is required to do. Then if necessary you can give the Mayor a copy - with an attitude that you are, in a very non-threatening sort of way, just sharing your own understanding. It may be the Mayor doesn't even know what the legalities are and if you can help clarify them for him in a way that makes it easy for him to do the right thing he may be pleased to be able to help a citizen of his fair city as long as he can then show the city council it was clearly the town's legal obligation to do so.

I appreciate your positive thinking, Rosada, but the mayor knows perfectly well what the legalities are. In posting the background to my readings, I of course summarized lest that be a very very long post. The fellow is not a nice person - screaming, threatening and insulting me at my home and kicking my small dog for no reason (and there is never a reason to do so). His management style (and I have several examples of direct experience here) is to "play dead" and not reply/not decide/not take action whenever there is a situation that is a problem and that could cost a dime (which of course leads to situations where down the pike, it costs more than if he had taken action early on). Village coffers are empty and all attempts are made to have residents either give up the fight (hard to fight against a silent immovable wall) or to be compelled to pay for whatever it is themselves. Moreover in small villages where few are "outsiders", there really is no sign (understatement) that officials would be "pleased to help a citizen", rather the reverse. I'm sure you can undertand what that can mean!

I think you got the jist of the IC advice with just the simple advice to wait with an attitude of calm so I hope you don't mind my continuing to be interested in the reading.
It appears to me that what's happening here is a manifestation of 5.Waiting energy. That is, with our talk here on onlineclarity it seems like we are acting out hexagram 5:

You asked, "How should I deal with the mayor?" and you get this answer - 5.1 Don't anticipate trouble -
But that seems positively absurd knowing this man's history. So here we are...

5.2 Waiting in the sand.
You post the situation here asking for our insights which seems to me to have turned out to be a manifestation of 5.2 Waiting in the sand, which is people (me) sitting around talking about things and offering solutions they(I) know nothing about, gossiping really. So...

5.3 Waiting in mud
You have to write back explaining why my solutions don't work, so instead of clarity we're stuck waiting in mud.
That is, now I'm really stuck in the mud, thinking about your situation, feeling outraged, wanting to march on city hall but unable to do anything when suddenly...

5.4 Waiting in blood!
I get a notification that my bank (the equivalent in my world to your mayor and city hall) is charging me an unwarranted overdraft fee!!! The waiting, the gossip, the frustration of your world has bled over into my reality and it's The Pits! What to do...

So I gotta get back into my own world and you back into yours.

Well hopefully for me this means the bank will be reasonable when I call them.
For you I'm thinking that the legal insurance guy is the opportunity here.

Maybe you are being advised to treat the mayor with calm confidence not because the mayor will then be rational, but because by acting thus you will impress the insurance legal guy that not only do you have a legitimate claim - and that the mayor is a nut case - but that you will be an easy person to work with
and thus he would be more open to seeing a solution that works for you. So be calm with the mayor to impress the legal guy!

Oh Rosada, so sorry about your problem with your bank (aren't they wicked?) and whatever negative effects my situation may have had on yours!
I'll try to keep calm, cool, collected. I can when someone yells at me, I find it tougher when they lie and affirm those lies as truth and convince others (as I've seen) in the process. Should I pray for a huge case of laryngitis?
ANd thanks for "gossiping" with me :). Fighting this (and a few other situations) solo is tough sometimes!

Was informed a letter from the town hall arrived. It will be a good week before I receive it (forwarded). Will not be easy to stay zen in the interim.
I have no idea if it is about this situation or another (small, ironically also water related) problem.
Asked Yi "how will I feel about the letter once I receive it?" It slung back 36.1.3 to 2.
(I have a horrible relationship with hex 36 and cringe whenever i get it).

Not time to read whole thread but was dismayed to see 25.6 interpreted as 'do nothing'. It's pretty much the opposite of that. From Hilary's translation and commentary in WikiWing


'Without entanglement. Acting brings blunders.
No direction brings harvest.'

Being 'without entanglement' has been taken too far: someone is going with the flow with such total innocence that he fails to commit himself and take charge of developments

It's saying that by line 6 acting disengaged has gone too far. One needs to be more engaged, clued up, wise to what's happening in order to take effective action. One cannot take effective action here without sufficient engagement with the issue. This is not about just being patient at all.

You expect to be oppressed by the letter. Yet one thing this reading probably says is that you will be successful in getting what you want. :)

I hope you are right Ginnie! In 10 days, haven't received the forwarded letter, I suppose the post office yet again lost it. My hunch is that it relates to the water meter small problem, not the huge one that is affecting the house. I'll have to write them to ask for a duplicate.
