When six lines change.

The reading makes perfect sense to me concerning my question, including the dramatic change.

But....

Can anyone add to my understanding? Is there any particular significance to all six lines changing? I realize it shifts entirely to its opposite but wondering if there may be something else I?m missing.

This is the Yilin verse for 9 changing to 16.

A crowd of spirits gathers,
They get along with each other and discuss and talk.
The southern parts of the country are empty and in chaos,
The common people toil.
Dispatch troops on punitive expeditions,
And establish virtuous lords.

It seems to me that the time asks for actions and measures in (or rather from) the realm of the mind.

Many lines in a state of change gives me the impression that a lot of things have to be looked after. Hex.9 has to do with intuitive taking care of everything. The clouds are gathering, but no one knows if and when it will rain. So bring all in order, so it will go on with or without rain.
16 is 'weaving the big images', seeing things and making them part of your life. Maybe to foresee, or prepare; or creating new enthusiasm, new ideals.
