Why can I not get any time from my manager? Hexagram 38 Opposition
The guy doesn’t like me or perhaps I did something wrong despite a positive performance review.

Did I do something wrong? Hexagram 38.3.6 to 34.
Work to resolve any misunderstandings or misconceptions I may have?

Should I look to go to another place? Hexagram 30.2.5.6 to 43
Perhaps, it is time to move on and look for change.

It doesn't say he doesn't like you it says you and him have completely different perspectives or priorities. The advice here is for now just to try to get on on a superficial level

You have very different perspectives and priorities. Try to imagine being in his shoes. What he thinks matters and what you think matters are different things. It's not going to be easy to see eye to eye or really sort out deeper matters and initially this is painful and humiliating for you perhaps. But line 6 says he isn't an enemy, it's not as bad as you think.

I don't know - does this question depend on your current boss's behaviour ? If so leave a little time for you and him to connect satisfactorily.

Perhaps he trusts you to work without his input

Thanks for the clarification, although after getting my bonus I feel like I did do something wrong. I think regardless of my relationship with my manager, I will have to look somewhere else since the new CEO who shows up once a week screwed everyone over on their bonuses. False promises and poor management always forces good employees to leave - what a shame since it ends up costing the company more.
