Will my father receive a prestigious government award? 21.2 and 21.3

My father was a senior and established scientist for a well-known research organization. Just before he retired (two decades ago), he made a breakthrough pioneering innovation. The innovative biomedical product has benefited many patients and has been commercially very successful. However, since this happened after he retired, he was unable to partake in the success. And many of his junior colleagues were quick to take advantage of his absence and claim credit for his work. My father chose to let go and not fight this. Due to a recent change in the nomination rules for a prestigious governmental award, I was able to nominate him for the award (previously, only a government minister could nominate someone). I have the paperwork to prove that he is the primary inventor and included this information in my application for the award. But since this is an award that draws a huge number of applicants, I'm not sure how my application will be received. I'm also not sure that the awards committee will want to get involved in the complexities, and may prefer straightforward applications. My first reading threw the hexagram 21 with changing line 2. After a month, I did the reading again and got hexagram 21 again, this time with changing line 3. I'm very new to the Iching, and this reading was a big 'Aha' for me. I feel that 21 overall means that justice will prevail and there's a chance he will get the award. I'm less sure of the changing lines, but I think they mean that some feathers will be ruffled and it may be hard to combat the corrupt. Can someone please help interpret this in more detail for me? Thank you!

21.2 to 38 ~ Possibly, but probably not, expect opposition.

One month later:

"Will my father receive a prestigious government award?"
21.3 to 30 ~ For a moment, your father's brilliance will shine clear, but it will probably take lengthy legal action to establish his entitlement.

I think you are seeing the situation correctly ~ the provenance of the biomedical product, which rightly goes back to your father, has been poached by followers-on who will contest the award in order to protect their own reputations?

Here's what Joey Yap's "Plum Blossom Divination" says:

21 "One who dines on dried, tough meat will stumble upon something poisonous or venomous. He may also experience some humiliation, despite being blameless."

Line 2 ~ "When it becomes easy to distinguish between right from wrong, and one encounters a hardened sinner, one is likely to become angry. In this case, one's indignation is likely to blot out one's finer sensibilities (in this case, one's nose), and one may be a little too severe. However, there is no great harm in this case. The penalty, at this point, is just and warranted."

Line 3 ~ "One's insistence on raising old issues (old meat) will arouse hatred against oneself, which can lead to humiliation. In the same vein, if one lacks the power to punish, and the culprits do not submit to it, it also brings humiliation in spite of the punishment being right at the time. A lack of power enables decisions to hang for an indefinite period of time."

So, in the event that your father doesn't get the award, then the readings suggest that he could still prevail ~ if you are willing to take up legal challenges against any claimants in dispute of the award to establish his provenance to the biomedical product? Doing that might require deep pockets of money, and lots of time, too, depending on the character of the other potential claimants?

Thanks radiofreewill! It's kind of you to take the time to explain this to me. The award will only be announced next year, so I hope time favours my father and he gets his due. Although, as you have pointed out, the chances are low and I'll need to keep reminding myself of that, so I don't get terribly crushed if he is not chosen. The strong presence of 'penalties' and 'justice' in the hexagram meaning will keep me hoping though. If I can find you on this forum next year, I'll let you know how things turned out!
