However, one thing is never clear to me about 59: Wilehlm's translation speaks of the dissolution of what divides. Yet I often see that this hexagon is considered a hexagram of divisions. Why?
Wilhelm translates 59 as dispersion. In his commentary (that is, in his personal opinion of what the hexagram means), he still sees it as dispersion / dissolution ("Wind blowing over water disperses it, dissolving it into foam and mist") ... but he adds an optimistic twist that it's about dissolution of what divides. This is nowhere to be seen in the actual I Ching text.
59 can of course be optimistic, depending on the exact question that we asked. If for example I'm asking if a nasty situation will persist, and I get 59, I would be happy to see that. It would show the dissolution of the nasty situation. You asked if a government would last for a long time - if you had received a positive unchanging hexagram, then I'd say yes but here you have all lines changing, and a hexagram of endings (55) turning into scattering (59).
I know nothing about Italian politics, I'm just commenting on this cast.
