I'am renovating a barn in a little village (180 peoplez). There was a old window closed with stones long time. I've been removing the stones to make a window again. Without permission which I considered not necessary...
I saw the mayor passing and looking at it with a slightly worried look.
So I asked the IC to what result my movement would lead.
64 no changing lines.

Anyone?

Um well my guess would be what you were doing won't have any particular result, that the mayor won't do or say anything about it. The reason i say this is 64 is 'not yet' something unfinished, something half completed and you are in the middle of renovating the barn, you've not finished yet, all is in a state of flux so i feel it could be he may not consider it a finished act and so an act worth him acting on...as if the deed you describe is incomplete/insufficient to make him act on it for any reason.

OTOH 64 does warn about not rushing things through and spoiling them, being careful not to 'spoil the ship for a haporth of tar' if i got the saying right lol, don't overlook details like the window IOW. I don't know much about these things but I presume if he disaproved he could have influence to get the work stopped while its looked into ?

But because 64 is unchanging here my feeling is he won't take action, there being no reason in that all that he saw was an unfinished project you are working on. Perhaps his facial expression was not worry about the window but just general interest. And if you felt it was not necessary to get permission over this particular thing you must have had good reason. I also kinda think if he was going to take some decisive action about what he saw you would have got a very different answer to this...if anything perhaps hes thinking "how long is this going to take" rather than worry over the window. I find unchanging hexagram don't usually show alot of change, things stand as they are. Hmm standing unfinished though ?.....well maybe you'll take a long time to do this........

I have to say I'm not especially confident on my take here though, I wouldn't defend it in a court of law  I think its an interesting answer though so I'll be interested to see how others might interpret it. So I'm just sharing how i might read it if it were my answer...wondering what you think about it ?

are you renovating without permission ..OR just re-opening the window without permission? just curious.
seems like maybe there is something abuzz behind the scenes..maybe there is a chance you will be stopped, or allowd to continue, but someone is giving it thought.

hmmm, maybe there is a body hidden in there and the mayor knows about it;)

I know some countries are really strict about any kind of changes to houses etc.

So this hex is really advising caution, perhaps you should ask before making a mistake. I have seen some authorities actually let you complete the renovation before telling you that you are not allowed to do it, then they order one to put it back the way it was.
