Is this person leaving due to passport and immigration issues? Or are there some other forces at work that would place obvious limitations on their ability to return? If not then I see 60uc as meaning the person themselves is in charge of whether or not they choose to return. If that is the case then I think unchanging would point to saying they can return if they choose to, there are no limitations.

The person isn't allowed to leave from country Y due to immigration issues. So my question was if she will finally manage to leave. My take was yes because of 60 - limitations from country Y- this is what she wants
