Yes but line 3 is always a long winded affair in my experience, things have to go the rounds of discussing again and again and again. I actually find line 3 quite a frustrating experience. In line 1 you aren't quite ready so it looks like somewhere you can easily belong yet it may take some time and patience to actually get in there, but you can succeed if you can get through any delays and prevarications from any quarter.

Yes many times and each time whilst I am ready to go ahead others want to discuss it over and over and over.

Basically before implementing a change of government (49) everyone has to agree this is a good idea.

Hexagram 8 here may show this is naturally a good place for you to belong but you still have to go through alot of thinking it over. Line 4 makes me feel this will be successful.

Also, if this is your first time leaving home, that itself maybe the 'change of governnment'.
