You probably formulated the question more along the lines of "will it be OK with so-and-so (your boss?) for me to take the trip?". At least that is what the answer seems to be implying, and it is saying that it would be OK. The "retreat" is your boss's retreat from interference with your decision, and the modesty of 15 (the resulting hexagram) indicates that you will not engage in anything which would be averse to your boss's oversight. Moreover, the Nanjing rules give it as 33.5 -> 56 which confirms the "traveling" nature of the retreat, not being the retreat from a danger.
