I think you are seeing the situation correctly ~ the provenance of the biomedical product, which rightly goes back to your father, has been poached by followers-on who will contest the award in order to protect their own reputations?

So, in the event that your father doesn't get the award, then the readings suggest that he could still prevail ~ if you are willing to take up legal challenges against any claimants in dispute of the award to establish his provenance to the biomedical product? Doing that might require deep pockets of money, and lots of time, too, depending on the character of the other potential claimants?
