The meaning of 26.4

(I meant 26.4 of course! Ack! fixed post and tags, my bad!)

I recent asked what I needed to know about a certain situation regarding an organizational restructuring and got 26.4. And I noticed a lot of discussion here in the 26 thread in divination about whether the meaning of the line is "corral" or "headboard." It has occurred to me it means both at the same time.

The headboard which yokes power, indicates I think the restraint of responsibility. And the corral indicates a field in which one has total freedom. Freedom and responsibility are inseparably intertwined concepts I think, so having one word that indicates both is quite an interesting language concept I think!

I think that this topic may be served better in exploring divination but maybe not.

Both of course mean limitations on freedom. I tried really hard to justify headboard in my research but couldn't do it. Everything pointed to corral in all of my resources. At least that's a commonly attested meaning. But somehow Kunst comes up with "horn-protecting thwart." And maybe Harmen's resources could back that up. Maybe it's also just a product of Modernist speculation.

Revised
Just doublechecked Karlgren and hobble/restraint is another attested meaning for the Zhou.

Well the changes placed more organizational responsibility into local control. My concern is as there hasn't always been a high level of awareness at a local level, how can one raise that awareness well if you so decentralize, and yield to grumbling and people who always complain no matter what you do?

I took the line to mean that they would get their freedom within limits - the corral - they have asked for, but now must step up and be responsible for it. The yoke of responsibility would forestall the possible destructive force of local discontent.

So overall a wise decision.
