I asked, if I should invest money in a scheme for quick returns and got hex 23 (changing first line) ----> hex 27.
Few days before I had asked a similar kind of question related to the same scheme and got hex 60 (changing 2 line) -----> hex 3.
Cannot figure out for sure if I should interpret it as a positive response?
Would be great if someone can shed some light - is it worth moving forward?

23 is about decay and ruin, in reference to this it likely means a big "NO!"

line 1 indicates that this plan is built to destroy those buying into it. Sounds like a con scheme.

27 is about being careful about what you take in and give time and nourishment to in the future

I don't know the details of this plan, but it doesn't sound good according to what you received from the I Ching.

As for your first question:

60 seems to mean to stop what you are doing, limit your actions

line 2 shows you that you missed the crucial moment

3 shows that the future of this is likely to bring difficulty
